Refining the Flagging tool

Generally, we are very happy about how the new flagging tool works. The abuse has
been minimal and there are many users who help us flagging porn with great effort
and very accurately. Thank you!

We have also resolved a few minor problems in connection with the flagging tool: You
can't "save as..." blocked content any more, you can unflag "not family friendly"
content again, and anyone with write access can now unblock files in a group, not
only the owner; among other smaller changes.
