Release Notes 2009-03-19

- New users get welcome mails from now on
- Downloads tuning: the previous version introduced a switch for downloads
  that reduced the number of connection when too many attempts failed in
  order to make downloads work with very limited connections. It seems, however,
  that this switch was too sensitive, breaking streaming for a number of users.
  This should now be fixed again.
- Various smaller bugfixes
